The City of Milton legal team has previously interpreted our ordinance to mean a neighborhood, simply by action of the HOA, cannot prohibit soliciting in an entire neighborhood.  The sign we place at the entrance to our neighborhood is only a deterrent.  However, an individual homeowner can prohibit soliciting on their property by clearly indicating in some form "no soliciting" near their doorway.  The police would be the enforcement mechanism here too.
